It's easy to think that it's zero, but it's not. The minute hand is flush on the "3" at one quarter past the hour, but a quarter past means that the hour hand is one quarter of the way to 4. Therefore, it is 1/48 (48 15 minute segments on the face of a standard 12 hour clock)*360 degrees. Fun question.
