This is a pretty standard case study question. Break it down piece-by-piece to get your answer. I looked it up later and my answer was totally wrong, but my process made sense. My process was take average stories of buildings in NYC, and how many people lived in Manhattan, then assumed one window for every two people (most aren't rich in the city).
