PayPal Executive interview questions

It started with a phone interview followed by two stage of face to face interview (different day). Both interview session were overall professional and polite. It is a very good experience for me. In between, there are some essay assessment. After 2 months i received a notification saying that i passed the interview and should be expecting the intake probably within next following month. I contacted the person in charge almost every week and the only answer i get is, there is no instruction from the management at the moment. There is no formality at all which you could have just sent the email to inform on the outcome. Have i not contacted them, then i wouldnt have known what's happening. I understand it is your very right to rescind the job offer even for no reason at all but just so you know, a good employer should atleast inform a person formally if they really think about the effort and time a person spent to be there for interview. Not to mention the false hope saying a candidate passed but leave us hanging.
