Siemens Senoir Software Engineer interview questions

I have attended two technical rounds and both rounds were cleared. I have done well in both of the rounds. Then there comes managerial round. I felt that also went well for more than an hour. Manager told that hr will contact you. But. Have not received call from HR hence i called by myself and asked about the feedback . I received feedback like have bot cleared managerial round and hr itself like usually technical done means no one get rejected at managerial round but you are the exception. I think they might don't want to pay more so simply giving a reason. This is the second time i faced same issue in seimens.
