Too many interviews, unclear hiring and promotions process, "panel" interviews with non-active/non-adjacent staff members. Frequently the interview process is very long and there is very little sense of urgency on WV's part. Plan to stick it out for a long period of time if you really want the job. Also, actually getting from the phone screen to the in-person interview is a very good sign, it's common to only interview 2-3 candidates for a position.
