Good mission, but operations is challenging - Project Manager CIMMYT Employee Review

It's easy to find a lot of time spent on general operations to try to comply with internal procedures and get follow-through from support units. People are well-meaning, but people also feel there's a "blame" culture (i.e., people are afraid to take responsibility for issues because of concerns about fallout by owning a problem). Also, most staff have too many responsibilities, and are constantly hurried.
