There is often a lack of resources required to perform duties. Management is continually cutting back on resources and pushing more work on individuals to increase the profit per headcount. Lots of false promises to compensation. Instead of working to address the root of a problem, band-aid solutions are created in the short term with the idea that a corrective action will happen after the resolution, except this never happens. Management is aware of the problems but unwilling to fix the problem and hold themselves accountable to the resolution.
