Generally personal affinity or antipathy plays a huge role in their decision making process - favorizing and promoting those they personally like irrespective of their professional qualities, and totally being against the development and promotion of those they personally don't like for any kind of small insignificant reasons. Therefore any kind of initiative is not welcomed unless the decision maker personally likes you. Totally weak management, lacking vertebra, due to self invented complexes of being part of a culture that is considered by some as not being good enough.. A corporate culture that lacks the concept of diversity, not accepting anything that's different from what they know, even if being aware of the fact that sometimes what's different is actually better.
