Reorganizations every few months; can't finish anything before plans are changed. Schedules are missed because of constant changes in requirements. Above a certain level, anybody is permitted to "rethink the whole approach" and does. Thus we're two years late and still slipping.

Very limited growth opportunities in US. Company mostly takes care of its Finnish employees. They are hand picked for promotion and attractive jobs. Top leaders of the company are almost all finnish. Hard to call it a global company. Most decisions are taken from Finland even for local projects. Nokia still doesn't have a US strategy or US market oriented products and no collaboration with US operators. Career advancement is largely based on how you build relationship with Finnish managers and not based on merit or performance. There are many incompetent managers who somehow hold on to their jobs since company hardly looks at managerial performance.
