Relatively low pay and under average benefits. Cut employees' bonus by giving them low performance reviews

Not rewarded for individual performance. Everyone, regardless of individual performance, receives same bonus %. Annual salaries work much the same way. But, if I get a nice pay raise that means my teammate got shafted and vice versa; creates a back-stabbing, "look out for yourself" environment.
