? They paid the salaries monthly

Cons

High turnover of experienced hires. Inexperienced juniors micromanage, no progression. Toxic management run by a politician with no managment experience. Organisation run around his ego rather than the need, beneficiaries or staff. Low pay, poor hires, persistent internal fights and battles between those at the top. The media could make plenty of headlines out of this organisation at war with itself.
